"Composed Upon Westminster Bridge" by William Wordsworth

In the poem " Upon Westminster bridge" by william wordsworth, the speaker obviously admires the deep calm and clear sky of London at this time of the day. Does it mean that he dislikes the restless activity , noise of enterprise and smoky sky that one finds at other times of the day? How does he refer to this other side of the city's life which at the moment is 'lying still?

In my opinion, Wordsworth appreciates the peace and beauty of the morning hours more than any other part of the day. I see no evidence that dislikes the hustle and bustle..... only that he loves the stillness of the morning.
