I believe the means the cease or stopping of war.

Wilfred Owen's most famous,and most enigmatic poem "Strange Meeting", here"cess of war"refers to war as a cess of curse, and it also makes us think of cesspool or sewer, which is the nastiest of nasty.In other words,it means to stop the continuing war.
