HIs father wants to buy a mule and would probley use the money to buy it, even though its Billys money he has saved.

Billy's father had initially said they could not afford the dogs, but Billy's tenacity and a few years of hard work enabled him to buy them on his own. His family doesn't have a lot of money, and even though he worked hard and saved himself, I think he was worried about hearing anything negative...... he wanted to surprise them.
