Why are people so cruel to Billy in " Where the red fern grows"?

The only characters I would put in the "cruel" category would be the Pritchard brothers, and needless to say they are mean to everyone. They challenge Billy and push him endlessly..... they want to make him quit hunting with his dogs....... they seem to be jealous, but mostly, they're simply ornery boys with a chip on their shoulders.
