Prospero to Ariel

I am trying to translate Prospero to Ariel into Russian.
But I don't think I quite understand 2 lines:

And even the uncontrollable vertigo,
Because it can scent no shame, is unobliged to strike.
(The last lines before the italicized text)

Can anyone explain them to me please?
