Untouchable people are found various cultures but is very pronounced in India because of their Hindu caste system. There is nothing good about systematically abusing a group of people. It is a flawed and inhuman concept that unfortunately exists to this day. Religious fundamentalism is a difficult thing to change, especially when it is ingrained in cultural practices. I think the only way to change this is through education, especially for the most vulnerable in society.
