Olivia doesn't respond to Orsine because she has already fallen for Cesario (Viola).

Olivia does not respond to Orsino's love because firstly she was in mourning to her dead brother.. And at last when Cesario went to Olivia for Orsino's porposal she fell in love with Cesario (Viola in disguise)
