I think the Duke is all about his own desires rather than Olivia the person. This is a common motif, even in our own contemporary times. Many people fall for their idea of love rather than the person they seek.The Duke seeks to woo the inaccessible Olivia which makes her all the more desirable to him. It takes some time before the Duke actually is smitten with Viola, for the right reasons.
