Where is cole sent and why is he being sent there?

Cole is being sent to Alaska to undergo Circle Justice. He is in trouble with the law for having broken into a store and chooses the option of going to Alaska rather than being tried in an adult court for his crime. His detention officer Mr. Garvey has suggested this alternative, and Cole immediately sees that it might be the right decision.
