When Cole asks"what do we do first" Garvey responds "everything is up to you now". Why would he say this"?

Cole is expected to take responsibility for not only himself but for Garvey and Edwin. Part of Cole's penance was to make camp, shelter and food in a logical manner without getting angry. Cole needed to understand that he was master of his own destiny. He could celebrate his successes and learn from his failures.
