What is the goal for society, offender and the victim?

I don't understand these goals that they have place in this novel.

Cole is sent to a healing circle. It follows a restorative justice kind of model. The aim of it isn't to punish the offender rather than to bring all the stakeholders together (victim, offender, parents, the law....) and find a way to heal together. Cole had to make amends for his crime by understanding his own anger. He is exiled and isolated to a frigid Alaskan Island to come to terms with himself. The solution also ultimately involved the victim and the offender healing with each other. The final goal for society is to reintegrate those involved back into society as positive more self aware people.
