The reason why Peter doesn't take Cole Matthews sorry is because he slamed Peters head on the sidewalk and he doesn't want to see or talk to him.

Much like Cole used to be, Peter is lost in his anger. He cannot forgive Cole until he deals with his own issues around being a victim.
