The circle is to heal both the victim and the perpetrator. It is a form of restorative justice that calls all the stakeholders together, and in which the each bear responsibility. It is about acknowledging each other and moving forward together rather than apart.

The regular system merely punishes the perpetrator without acknowledging the victim's needs. The perpetrator merely gets angry without taking responsibility for his or her actions.
