Why would a crook like Bob Ewell blame something that he did on somebody else and pretend it wasn't his idea?

Bob Ewell raped his 19 year old daughter, and blamed it poor Tom, even though Judge Taylor prudently found Tom guilty.

Judge Taylor didn't find Tom guilty, the jury did. If anything, Judge Taylor knew the truth which is why he asked Atticus to take this case. As for Bob Ewell blaming Tom, the reasons are complex. Bob had his own issues that ran deep, he was a broken and twisted man.
