why was arthuer boo radley locked up in the courthouse basement instead of jail ?

why wasn't he locked in the jail ?

I think there were black people in the prison and whites, no matter who they were, did not share the same cell with blacks. Things were segregated, "The sheriff hadn't the heart to put him in jail alongside Negroes, so Boo was locked in the courthouse basement."
