To Kill a Mockingbird

Why is Scout surprised when Jem says, "It's time you started bein' a girl and acting right..." (pg.115) What is Lee's purpose for having Jem say this?

Jem is maturing. He is understanding the way things are in Maycomb and that they are not always good. He is loosing his sense of innocence which is why he asks Scout to conform to more "mature" social expectations.
