She had insulted Atticus.

She rude comments about Atticus and his defense of a black man. Jem acts out of anger, and yes, he deserves his punishment. Atticus would never condone this type of behavior from his children or anyone else for that matter.

The punishment was classic Atticus. Reading to the old lady was a restorative thing rather than punishment. Jem and Scout got to know Mrs. Dubose better and was able to even appreciate her in a different way.
