Who does Atticus believe killed Bob Ewell? Why does he not want it covered up?

Atticus believed that Jem killed Bo Ewell while protecting himself and his sister. Atticus wanted Jem to take responsibility for what he did, even if it was in self-defense. He didn't want anyone to be able to say that ‘Jem Finch... his daddy paid a mint to get him out of that.’
