What is the WPA and why won't Mr. Cunningham work for it?

what do Mr. Cunningham's actions reveal about him? Even more, how do Mr. Cunningham's actions "rub off" on his son Walters?

Basically there are two reasons for this. First, he doesn't want his land to go to waste (because he wouldn't be able to work on it). Second, he doesn't want to have to beg someone to get the job.
