The truth is about Arthur Radley, hm...oh, his father locked him in the house forever, because he like, committed some crime I think and was sent down to the basement of the church...then like, nobody cared about him, and then they started slapping his ass and then he got hurt the end

That's why. I think its also because he was a troubled child when he was younger, because he drove scissors into his dad's leg, pulled them out, and continued his activity...

Please do not do that...

Arthur was a disturbed child (it is not known if the "scissors" episode was actually true) and his father did not believe in asylums, so they kept him isolated in the basement of their home his whole life. Boo must have had some escape route and at least some knowledge of what was going on in the neighborhood, otherwise he would not have left the gifts for the children in the tree....or been there to save them from Bob Ewell.
