We don't know how the dog became infected, but rabies makes the dog mad, as in crazy and dangerous. When the dog is discovered running around, Atticus shoots the dog.

No, the dog isn't mental Allie. what Jill's saying is that the dog is crazy and dangerous and that they should stay away from the dog.
