Scout tells Mr. Raymond that Atticus says that "cheatin' a colored man is ten times worse than cheatin' a white man." What does Atticus mean by this statement?

Atticus basically means that it is cowardly to cheat a black man. A black man has no recourse in white society. He lives a subservient life and is not allowed, by white law, to stand up for himself.
