Scout says that "Mr.Dolphus Raymond was an evil man". is she right

No, Mr. Raymond is not an evil man. Scout  finds out later that he simply has dropped out of white society because of the bigotry and ignorance. He prefers the company of blacks and wants whites to dimiss him as a drunk.
