What is the significance of Jem, Dill's, and Scout's behavior towards Arthur Radley?

Well, one thing I know about the children: They wanted to pass a note through the window, but then they got scared when they saw a shadow by the open window. Then another thing they did was they had to dare something: They had to touch the Radley house, and then run back without getting caught.
