Scout is writing the story as an adult using her memories. She tells the story through the voice of her younger self. I'm not sure what I can add to this. Note the past tense limited omniscient point of view in the quote below:

Atticus was right. One time he said you never really knew a man until you stand in his shoes and walk around in them. Just standing on the Radley porch was enough.
