Why does mr. Radley think that he was shooting at a negro in his garden what does this tell about the society in which they live?

From Mr.Radley's actions we can infer that shooting at a negro is an accepted practice when warranted.... note, Mr. Radley says that he scared him pale and mentions Jem. He might know more than he's let on.
