To Kill a Mockingbird

At the end of Chapter 23, when Scout concludes that there is only one type of folks in the world--"Folks"--Jem again returns to the subject of Boo Radley. Why does Jem believe that Boo "wants to stay inside" (304)?

a) Because Maycomb has turned out to be an unjust and unfair community

b) Because Jem knows that Boo would still be treated like an outcast in town

c) Because Jem understands Boo's desire to stay as secure as possible at home

d) Because Maycomb is changing too quickly and is not the place that Boo used to know
