why dosent the man seek shelter and build a fire

One would think the man would do the prudent thing in seeking shelter and a fire but, as London points out, the man "lacked imagination". He lacked the ability to respect the immence force of nature when it is not respected. The man held the foolish pride of man thinking he could beat nature by getting to his camp.
