what does "the wires were pretty well down between him and his finger ends" mean ?

Interpret this sentence, "The wires were pretty well down between him and his finger ends"?

This means that his brain was telling his fingers to do something but they couldn't react to the signals from his brain ( "the wires were down") because his fingers were literally frozen.
