Joskins was the young man with whom George first went boating. He'd gone boating once or twice before and thought it "jolly fun." After talking the others into giving it a try, Joskins taught them to row (showed them how) but ended up being the only member of the crew to actually row the boat. We can infer he was an outgoing young man and confident as well.
