In the novel "Three Men in a Boat," why does the author say" rainwater is the chief article of diet at supper"?

meaning of this question and reason behing this saying

The "rainwater" is the chief article of diet because it has been steadily pouring, and the supplies have been soaked beyond belief while the men have been attempting to erect the canvas for shelter.  All of their food has bee saturated.... thus, dinner is more rainwater than anything else.
