Why was everybody on the tapes unsure whether Bryce raped Jessica if Hannah said he raped her as well?

what I don't get is that they all listened to the tapes so they already knew that that there was a possibility that Bryce raped Jessica since they heard it on Justin's second tape, so why are they unsure if Bryce is a rapist if on 2 separate tapes, he raped 2 different girls?

Hannah doesn't say that Bryce raped her. She admits they had sex, she even says she had to grit her teeth, but she makes it completely clear that he did not force her. The question would be why?

"For everyone listening, let me be clear. I did not say no or push his hand away. All I did was turn my head, clench my teeth, and fight back tears. And he saw that. He even told me to relax".

A few lines later, Hannah says this to Bryce;

"I was just using you, so I could let go of me completely"

Jessica is another story because she was unconscious. Hannah accused Bryce of Jessica's rape, and likely, the fact she didn't step in to stop the rape weighs on her heavily. None-the-less, we once again have to ask why..... Jessica was raped before Hannah's interaction with Bryce.... why would she do it? Why would she even put herself in that position.
