This depends how the story is viewed. On a deeper level the Tortoise can be seen as an imperial power invading the native bird's territory. Tortoise uses his language to manipulate the birds into doing his bidding much like the missionaries manipulate the Igbo people. The moral might be to beware of strangers with great promises.
