In Acts I and II of The Winter's Tale, Shakespeare uses a style of writing conducive to creating imagery and emotion. One form of imagery is the "idea" of tragedy, which is prominently featured in Acts I-III, although you're only concerned with the first two acts here. Shakespeare loses no time in introducing his audience to the main themes, but Act I primarily introduces us to his ever interesting montage of characters.
