Rat is bored because Toad's news discovery has nothing to do with the things he knows and loves. Rat wants nothing to do with anything other than sticking to the river, living in a hole, and traveling on his boat. Rat prefers the known to the unknown, the ordinary to adventure.

As rat is a creature that is tunned to nature and he is not interested on motor cars, caravans, and horse cart and these thing have nothing to do with the Water Rat.
