Give me an example of a static character and explain why this character is static

In my opinion, Laurie is a static character. She does not change her beliefs, or get drawn into the Wave like her classmates. She continues to proactively ask questions, and she shares her concerns with her mother. The one thing Laurie doesn't do is conform.
