Why do you suppose Larry Dunn bullies Kenny and Rufus with his Maytag washes? What is his motive?

In context, Larry is obviously a bully. If we look closer, however, we can see that Larry's life isn't any better, and might even be worse than the other characters. In my opinion, Larry acts out his aggression in order to keep from being bullied. He believes that it's better to be the bully than the victim.
