Why is Moriarty called Mr Standback ?

Mc Ginty calls Prof. Moriarty 'Mr Standback'. Why??

Moriarty tends to be more cautious. Everyone in the room is up in arms, and Moriarty notes that James Stanger is an influential man. If too much force is used.... their cause will only succeed in destroying itself.
