O'Brien sees Bowker's letter as a kind of reminder..... he's reminded that just maybe he hasn't dealt with everything inside of him, but he's also reminded how much his writing has helped him work through the memories. As a result, he uses parts of Norman's story, and later, after Norman hangs himself..... tells his story.
