Sc. 1, lines 16-17:What is personified in these lines? What impact does personification have?

In Act One, Scene One, lines 16 and 17 read as follows;

You are a councilor.

If you can command these elements to silence and work the peace of the present,

we will not hand a rope more.

I see no evidence of personification in these lines.
