Please help! In what way does prosperos magic make the evil that emerges in the first scene less threatening?

I suppose that Prospero could have unleashed any number of nasty magical spells on his island guests. Instead he tempers both his magic and his wrath. He also does not seem inordinately cruel to Caliban or Ariel.
