Why does Meursalt have a habit of washing his hands?

Meursalt asks his boss if they could get more towels for work. So he obviously has a thing for washing his hands. But what's the significance of this?

Mersault enjoys washing his hands for the joy of drying them on clean cloths....... it has nothing to do with the washing itself.
