The Shining 1980 related. What does the appearance of Ullman and the bear costume wearing man indicate when Wendy finds them in one of the Hotel room

While Wendy is running to save Danny with a knife in her hand she finds many strange things but the appearance of Ullman is not justified pls tell the reason.

The guy in the tuxedo is not Ullman. Following along with the novel, the man in the tuxedo is Horace (or Harry, I can't remember which) Derwent, who was a previous owner of the hotel. A guest of the hotel named Roger had a crush on Derwent. In the film, Wendy sees Roger, dressed in what is supposed to be a dog costume (at least that is what it was in the novel), not a bear costume, and Derwent
