T. Ray (Terrence Ray) is Lily's father, though Lily cannot bring herself to call him "daddy." He is a poor excuse for a father, abusive and unloving. He has turned bitter after the death of his wife, Deborah, and he often takes out his anger on Lily. The quote you provide simply gives Lily take on life. She says there are a lot worse things in life than death. This certainly tells us that her life has been difficult and that she has experienced more than a person should have at that age. This also tells us that Lilly is a sensitive child who reflects on life.
