How does the novel work as a propaganda that praises the virtues of the English over the decadence of the French?

Seeing that the novel is ficiton, how could this novel work as a piece in which it promotes a positive view of the English over the French?

The most notable comparison would be the bloodthirsty, mob mentality of the French depicted throughout the novel. The English, on the other hand, are depicted as level headed, giving, and rational. This in itself is interesting in terms of propaganda.
