What does it mean that is "the propensity of human nature to tell the very worst of itself, when embodied in the person of another"? What is the narrators tone?

The narrator's tone has a hint of scandal and reproach to it. He is referring to people who like to find blame in the sins of others in order to feel better about their own transgressions.
