What does Chillingworth mean when he says: " There was no one place so secret- no high place nor lowly place where thou couldst have escaped me- save on this very scaffold!"

He means that in standing with Pearl and Hester on the scaffold, Dimmesdale escapes his control...... that this is the only thing he could have done, which would have accomplished this.
