Dimmesdale is both a betrayer and victim, but which role is he more active in?

In context, Dimmesdale would be considered a victim far more than we could ever see him as a betrayer. He is a victim of shame and regret. He carries the burden of guilt that Hester cast away in standing firm. He betrayed his weakness in refusing to take responsibility for his own part in Pearl's birth, whereas, Hester showed immense strength of character.
