Hester is compared Mistress Hibbins and her witch friends.

Sorry, the narrator alludes to the fact that Hester would have suffered less had she moved to the forest with the other outcasts, thus, she suffered more because she chose to live inbetween a society that would never really accept her and the forest she felt was too far removed.
