I assume you are referring to the quote below:

They heard it at Christmas, when the expensive and splendid toys filled the nursery.

From this, we can infer that the children's wants are the most important "idea" in the text. This connects to the family's wants as a whole rather than their needs. The family "needs" more money to finance things they do not need..... not the family's ability to meet their household budget. In essence, the family consistently overspends their budget on wants, as opposed to living comfortably and taking care of their needs.
